Each country possesses its own guidelines and requires its own paperwork so you don't want to simply assume that you have everything in order only to discover you are unprepared to pick up your rental. In many foreign countries you'll likely encounter some type of language barrier so it may be advisable to pay a couple of dollars more at an airport car rental agent instead of traveling into the city to find a better deal. Given that airports are more used to working with tourists from all over the world they'll probably be better able to communicate with you at this location. If you come across a problem it'll be best to be able to communicate your point and understand their responses.
